North Area Environmental CouncilNAEC had been a highly acclaimed environmental group that had once been designated the best environmantal organization in Pennsylvania by the Pennsylvania Department of Environmental Resources. After a long list of accomplishments over two decades, NAEC's activities were reduced to operating the region's oldest recycling collection. With the advent of municipal recycling, NAEC's monthly collection was soon to be unnecessary. Dues paying membership had fallen precipitously. Immediately upon taking the position of Executive Director, Dave
redefined NAEC's territory to be the area north of
the Allegheny and Ohio Rivers, and he quickly restructured the organization into
five divisions of activity:
Under Dave's leadership, the Public Policy Committee developed an updateable Land Use Resource Manual which many North Hills municipalites and organizations purchased and used as a standard reference for municipal officials. Presentations were also made to various municipalities, agencies, and citizen groups featuring NAEC's award winning Pine Creek Watershed Study and discussing land use policies for municipal application. The Land Conservancy Committee was formed to take title to lands which would be preserved as natural habitat. The committee eventually spun off to become the Pine Creek Land Conservation Trust. The Resource Conservation Committee continued to operate the NAEC recycling, accepting categories of materials which some municipalities were not handling. The Committee provided advice and advocacy for municipalities to implement recycling programs, including the City of Pittsburgh. The Environmental Education Committee provided advice and advocacy for environmental education to a number of school districts. In addition, the Committee participated in organizing the Pennsylvania Association of Environmental Educators annual conference in Pittsburgh and later led an effort to establish a dedidicated environmental education habitat with the North Allegheny School District. The Environmental Watch Committee established an environmental monitoring program that aided federal, state, county, and municipal environmental officials by providing information about potential environmental problems and violations. Investigations by David Tessitor led to uncovering that the region of southwestern Pennsylvania had the worst protection of streams and wetlands in the United States. The Environmental Watch Committe activities led to an eventual spin off of the effort as E Watch, a new environmental watch organization which under Dave's later direction went on to assist residents throughout the Pittsburgh region. In addition to organizing and overseeing the five specialized concentrations of environmental activities, Dave represented NAEC and took a pivotal role in the planning and operation of the Western Pennsylvania Earth Day Coalition. NAEC took full charge of the children's activities for the Earth Day 1990 event which attracted 75,000 attendees to Point State Park in downtown Pittsbugh on April 22, 1990. Dave also organized regular monthly membership activities and created displays and booths where he represented NAEC at numerous major events and meetings of other organizations. After 18 months at the helm, Dave left NAEC to head up the newly spun off E Watch which had become a new regional environmental monitoring and enforcement organization. By that time, NAEC had increased its dues paying membership over 20 fold and had become a fully functioning, broad interest environmental organization which has continued its activities for the past 15 years and is still operating today. ^ TOP ^ |
