Actually, Dave doesn't use the "D-word" (i.e. dev...), he refers to what it is, which is usually "subsidized real estate speculation," "land consumption," or "conversion of farmland or natural habitat to residential and commercial uses." It's also frequently coupled with "economic" to form the "e-d phrase," which is just another code phrase for the same thing. Speculators deliberately use the e-d phrase to get people to think of their latest real estate speculation proposal as being synonymous with economic improvement, job creation, a higher standard of living, and a better quality of life with.
